    TVA proposes new data center power rate starting in October, with 10% average increase

    Tenn. —The Tennessee Valley Authority is increasing their electricity rate for data centers as it prepares for growing power demand from artificial intelligence and other large computing facilities across its service territory

    The new standard data center rate takes effect Oct. 1, 2026, according to materials presented to the TVA Board approval.

    TVA expects the rate to result in an average all-in billing impact of approximately 10%, phased in over three consecutive fiscal years.

    TVA says the proposal is aimed at accommodating rapidly growing data center demand without shifting the cost of serving those facilities to households, businesses and other existing electricity customers.

    The plan is framed around what TVA calls the “Ratepayer Protection Pledge,” under which hyperscale data center and artificial intelligence companies would be expected to cover the energy and infrastructure costs associated with their facilities.

    Under the pledge, companies would be expected to develop or procure new power supplies, pay for required transmission and distribution upgrades, and pay for dedicated power and infrastructure regardless of whether they ultimately use all of it.

    The pledge also calls for data center operators to invest in local workers and training programs and to coordinate with grid operators on reliability, including making backup power available during periods when electricity supplies are scarce.

    “Maintaining low rates and high reliability for customers is our first priority,” says TVA Chair Mitch Graves. “As AI and advanced industries consume more electricity, TVA’s Board is making sure that hardworking American families and small businesses aren’t left carrying the cost. By modernizing our rate structure and strengthening American-made energy, we’re advancing our nation’s AI and energy dominance while safeguarding the people we serve.”

    Under the proposed rate changes, TVA would add capacity commitment provisions to its data center B, C and D rate schedules.

    New or expanding loads above 5 megawatts would be subject to a Capacity Commitment Charge, or CCC. TVA says the charge is intended to recover incremental capacity costs and prevent new data center customers from shifting those expenses to other customers.

    TVA also plans a “Power Interruption Provision” intended to address reliability concerns when data centers request to begin operating before the power capacity needed to serve them is scheduled to become available.

    Data centers already moving through TVA’s development process would have to meet specific criteria to qualify for transitional provisions.

    TVA says it remains open to working with data center customers that want to bring their own generation or other innovative power supplies, provided those arrangements are consistent with the principles of the Ratepayer Protection Pledge.

    The data center proposal is part of a broader package of rate actions slated to take effect Oct. 1st, 2026.
