U.S. power-sector emissions could reach 2.1 billion metric tons of CO2 by 2030, roughly 42% above 2025 levels, according to a Sierra Club analysis

That projected increase would erase approximately 15 years of reductions in electricity-sector greenhouse-gas emissions. AI infrastructure is demanding power at a pace the clean-energy grid cannot currently match, as data-center resource demands continue to grow.

Behind the Meter, Out of Sight

Tech companies bypassing slow utility interconnection queues are building their own primarily fossil-fueled generation, shifting emissions off the shared grid.

Off-grid generators built by or contracted for data-center developers could produce more than 460 million metric tons of CO2 annually by 2030, according to the Sierra Club analysis as on its own, roughly matches Mexico’s entire yearly emissions output, though the comparison applies specifically to projected off-grid generation emissions, not to all data-center activity

Grid connections can take years to secure. Developers building for AI timelines reach for natural-gas turbines and move operations behind the meter, outside the standard regulatory line of sight for public grid emissions.

Grid-Connected Projects Add Their Own Weight

Even setting the off-grid problem aside, grid-connected data-center power sources could add roughly 154 million metric tons of CO2 to the 2030 baseline, a 10% increase on their own.

The off-grid piece draws the headlines, but the on-grid piece is not a rounding error. AI is making the vulnerabilities of power infrastructure increasingly difficult to ignore.

This Is a Projection, Not a Sentence

The Sierra Club estimate is a high-impact scenario tied to proposed and pending projects, not a guaranteed outcome.

Brendan Pierpont, director of electricity at Energy Innovation, told Detroit News that the outcome is possible but not inevitable. Turbine backlogs, interconnection delays, and project cancellations could all reduce the final number. The Sierra Club’s current estimate is also meaningfully higher than earlier projections, which ranged from one-quarter to one-half of this figure, according to Tom’s Hardware.

Uncertainty matters, but delay is not the same as cancellation. The structural incentives pushing developers toward fossil-fueled generation remain in place.

Policy Running at the Wrong Speed

Renewable-energy requirements for new data centers exist in some jurisdictions, but their phase-in timelines are mismatched to the pace of construction.

Ireland’s 80% renewable sourcing rule for new data centers, for example, provides a six-year glide path from energization to reach full compliance, according to Tom’s Hardware and official EirGrid policy. A six-year phase-in may not cover much of the current construction wave before facilities are already operating at scale.

What an Actual Fix Looks Like

The structural answer is not complicated to describe; it is politically and financially inconvenient.

New data-center capacity needs to be matched by genuinely additional clean generation and transmission. Reallocating existing renewable power or defaulting to gas is not a substitute. Policy that requires additionality and closes the regulatory blind spot around AI Data Centers off-grid generation is the credible path, and accelerating interconnection queues is a necessary part of that effort.

The tech industry has the capital to build differently. What the current moment lacks is regulatory urgency matched to the speed of the buildout. Developers must also weigh whether slower timelines and higher costs are preferable to a climate accounting that eventually lands on everyone.
