Russia’s Latest ‘digital Technology’ Strategy: Turning To Asia And The Global South To Expand Digital Technology Exports

Russia’s digital technology expansion reflects Moscow’s broader strategic pivot towards Asia and the Global South as it seeks to diversify export markets, strengthen technological self-reliance and develop alternative international partnerships. The Digital Solutions Forum and the Second Global Digital Forum, held in Moscow from 8 to 10 October 2026, highlighted Russia’s efforts to transform domestic digital capabilities into export opportunities across artificial intelligence (AI), cybersecurity, telecommunications, software, digital government and infrastructure. ‘Russia’s Pivot To Asia’ said in its latest report that the events brought together more than 1,300 guests, including 730 experts from 111 countries, and concluded with 150 agreements and memorandums of understanding (MoUs) alongside more than 200 bilateral meetings.

Russia’s digital industry generated aggregate turnover exceeding ₽21 trillion (approximately US$250.5 billion) in 2025, increasing by nearly 20% year on year. The communications-services market expanded by 13% to ₽2.5 trillion (US$30 billion). At the Digital Solutions Forum, Prime Minister Mikhail Mishustin highlighted the importance of digital technologies to economic development and public-service modernization. Russia’s telecommunications network expanded by almost 9% to approximately one million base stations, while 4G coverage reached virtually all households. Over six years, LTE connectivity had been extended to 8,000 small settlements, with another 1,500 locations scheduled to receive access during 2026.

These developments provide a domestic foundation for international technology exports. The Digital Solutions exhibition featured Russian companies including Rostelecom, VK, Kaspersky, MTS, Beeline, 1C and Positive Technologies, showcasing software, telecommunications, cybersecurity and digital platforms. The broader programme included more than 120 sessions and over 700 speakers, while 26 partner stands presented technological solutions. Separately, Russia’s nine national technological leadership projects are backed by approximately ₽2 trillion (US$24 billion) in federal funding over three years, alongside regional allocations and anticipated private investment. The initiatives cover nuclear and energy technologies, advanced materials, chemistry, automation, machine tools, robotics, aircraft manufacturing and the bioeconomy. Approximately 130 projects have received support under the means-of-production and automation programme, while 12 materials and chemistry initiatives worth around ₽10 billion (US$119 million) were completed in the first half of 2026, ‘Russia’s Pivot To Asia’ said.

The Global Digital Forum focused more directly on international cooperation, digital sovereignty and technology governance. Its 150 agreements covered AI ethics, digital sovereignty, online child safety, education, research and technological cooperation. More than 20 memorandums supported the Digital Sovereignty Index, coordinated by the Center for Global IT Cooperation with assistance from the International Digital Economies Association. The initiative had assessed 117 countries and ranked Russia third overall, behind China and the United States, while placing it first in its category measuring sovereignty from external influence. These results represent the Index’s own assessments rather than a universally accepted international ranking.

The international network included partners from Africa, Asia, the Middle East, Europe and Latin America. Participating countries included Bangladesh, India, Pakistan, China, Indonesia, Vietnam, Cambodia, Myanmar, Malaysia, Nigeria, Ghana, Ethiopia, Zambia, Namibia, Algeria, Brazil, Serbia and the United Arab Emirates. Educational agreements included cooperation between Ethiopia’s Dilla University and Moscow Technical University of Communications and Informatics, covering academic exchanges, research, internships and cultural activities. The Higher School of Economics also concluded an agreement with the Central African Republic concerning digitalization and public administration, with technical details expected by the end of 2026 and initial results anticipated in 2027, ‘Russia’s Pivot To Asia’ said.

Asian partnerships were particularly important to Russia’s strategy. Russia–ASEAN discussions addressed e-government, cybersecurity, digital skills, cross-border threats and joint pilot projects, with representatives from Indonesia, Myanmar, Vietnam, Laos, Cambodia, Thailand and the Philippines participating. Myanmar’s delegation discussed digital government, cybersecurity frameworks and technology training, while the Myanmar Digital Economy Association joined the Digital Sovereignty Index network. Cambodia’s participation included the Cambodia Blockchain Association. These contacts could create opportunities for Russian software, cybersecurity services, digital-government platforms and technical training, although implementation will depend on procurement decisions, financing and local partnerships.

Russia–Iran cooperation also featured prominently. The third Russia–Iran ICT Forum explored AI, cybersecurity, infrastructure localization and potential joint ventures. This builds on five memorandums signed at the fifth bilateral ICT forum in December 2025, covering AI, cybersecurity, smart government, blockchain, fintech and related technological cooperation. Iran and Russia have also discussed identifying third-country markets for jointly developed products, potentially allowing companies to combine technical capabilities and share development costs.

Bangladesh’s 19-member delegation of IT entrepreneurs, students and education professionals participated in the October forum alongside government representatives and Ambassador Md Nazrul Islam. Bangladeshi institutions signed agreements with Russian organisations concerning technology, education and research. These relationships could support academic exchanges, specialist training, software development and cybersecurity cooperation. Bangladesh also endorsed the Global Alliance for the Protection of Children in the Digital Environment, established through a joint statement signed during the forum. The initiative promotes research, digital literacy and cooperation on online safety, while separate discussions addressed AI ethics and responsible technology governance, ‘Russia’s Pivot To Asia’ said.

Despite these developments, the commercial significance of the agreements remains uncertain. Memorandums and bilateral meetings establish channels for cooperation but do not necessarily represent binding contracts, completed exports or confirmed investment. Businesses must still address financing, technical standards, cybersecurity certification, data protection, regulatory compatibility and local implementation requirements.

Overall, Russia’s October 2026 digital forums demonstrated an effort to connect domestic industrial development with international market expansion. The country’s large digital economy, expanding telecommunications infrastructure and state-backed technology programmes provide a foundation for potential exports. Its growing partnerships across Asia and the Global South reflect the wider geopolitical and economic consequences of Russia’s pivot towards Asia. The decisive measure of success, however, will be whether the 150 agreements and associated business contacts produce funded projects, operational technology deployments, joint ventures and sustained export revenues, ‘Russia’s Pivot To Asia’ said.
