‘MMITS Bagong Gawi, Bagong Galaw Challenge’ engages innovators to encourage behavioral changes among road users

MANILA: The Metropolitan Manila Development Authority (MMDA) is looking at the utilization of smartphone apps to help address traffic congestion.

Recently, the government agency, in partnership with the Japan International Cooperation Agency (JICA), awarded the winners of its smartphone application development challenge called the “MMITS Bagong Gawi, Bagong Galaw Challenge.”
The initiative, under Output 2 of the Project for Capacity Enhancement on Traffic Management with Improvement of Intelligent Transport Systems in Metro Manila (MMITS), involved innovators in creating digital applications that would encourage positive behavioral changes among road users.
In a statement, the MMDA shared that the challenge, aligned with the current administration’s vision of providing a more convenient, accessible, and comfortable transport system for every Filipino, aims to promote innovation in the application of intelligent transport systems and digital technologies.
It also seeks to encourage behavioral change and support sustainable travel choices through people-centered and technology-driven mobility solutions.
The MMITS is a technical cooperation project between the MMDA and JICA that seeks to bolster urban traffic management through institutional capacity building and the advancement and development of intelligent transport systems (ITS).
According to MMDA Chairman Atty. Romando Artes, the costs of traffic congestion are significant and addressing the problem requires more than traditional infrastructure.
“We all know the reality: traffic congestion costs us time, productivity, and quality of life. For us in MMDA, solving this requires looking beyond traditional infrastructure. We must maximize data, technology, and intelligent transport systems to build a transport network that is safe, efficient, and genuinely responsive to the public,” Artes said in a message read by Deputy Chairman and MMITS Project Director Usec. Frisco San Juan Jr.
For his part, San Juan expressed his gratitude for the partnership with JICA, the Department of Science and Technology (DOST), Globe Telecom, and Globe At Home, adding that the MMDA is fully committed to pursuing more collaborations for the betterment of its services.
“We will continue to create platforms where all sectors can work together to turn promising ideas into practical and scalable solutions,” San Juan stated.

Program winners
Out of the hundreds of teams that joined the challenge, eight groups made it to the final round, with Cagayan State University’s LakbayPoints emerging as the winner of the “MMITS Bagong Gawi, Bagong Galaw Challenge.”
The mobile application developed by the team combines transportation, software, social media, artificial intelligence, and technical expertise to create a solution aimed at improving traffic and travel management.
The winning team received P100,000 from the MMDA and an exclusive development contract with JICA amounting to JPY 5 million. In addition, each team member received a Globe Telecom 5G Loop device.
Taking second and third place, respectively, were Team Apaka’s Komyunek, which received P75,000, and Abotdun, which received P50,000.
As a reward for their efforts in contributing to better traffic management and travel demand management, the following finalist groups also received P20,000 each:

- Smooth Operators
- Vulppy
- Inovva
- Ethian Triple T Juan Combo
JICA Philippines Sector Chief Leah Peñarroyo lauded the MMDA for organizing a program that could improve intelligent transport systems in the National Capital Region, leading to more efficient, convenient, and safe movement of people.
She noted that the challenge is one of two pilot projects under the MMITS, alongside the Smart Pole for Traffic Management Innovation.
