    India’s Office of the Principal Scientific Adviser (OPSA) has reviewed progress under the Rural Technology Action Group (RUTAG) 2.0 programme, with discussions centred on scaling technology interventions for rural communities and strengthening pathways for wider adoption.

    The two-day annual review meeting, chaired by Principal Scientific Adviser Prof Ajay Kumar Sood at the Indian Institute of Technology Roorkee, brought together representatives from seven RUTAG centres to assess technology readiness, field validation and institutional collaboration.     Focus on practical and scalable rural technologies

    RUTAG was conceived in 2003-04 and formally established by OPSA in 2004 to connect scientific and technical institutions with rural technology needs. The RUTAG 2.0 phase, launched in 2023, places greater emphasis on regional engagement, technology validation, commercialisation and deployment at scale.

He stressed that technology interventions should be scalable and sustainable, while maintaining quality, reliability and safety standards.

    Prof Sood also highlighted the need for mature technologies to transition beyond programme-supported development and towards adoption by institutions, enterprises and industry. He referred to the RSVC-AMRIT platform, developed by NABARD in collaboration with OPSA, to support technology discovery, validation and deployment.

    Broader focus on rural value chains and livelihoods

    Scientific Secretary at OPSA, Dr Parvinder Maini, said RUTAG technologies had reached a stage where their contribution should be evaluated within broader rural value chains and livelihood systems, rather than as isolated technology products. Discussions also considered how state governments, financial institutions, incubators, manufacturers and local fabricators could support adoption and deployment.

    The review also highlighted the importance of collaboration between RUTAG centres and the role of multidisciplinary research in addressing rural development challenges. IIT Roorkee Director Prof Kamal Kishore Pant noted the need to convert research outcomes into practical and viable models that support sustainable agriculture, employment and local entrepreneurship in remote regions.

    The discussions align with India’s wider push towards technology-driven development and local manufacturing capabilities, including initiatives linked to deep-tech and advanced manufacturing. Policymakers have increasingly emphasised scalable innovation ecosystems capable of supporting regional development objectives.

    Seven RUTAG centres present progress updates

    All seven RUTAG centres presented cumulative progress reports during the review. These included centres at IIT Bombay, IIT Delhi, IIT Guwahati, IIT Madras, IIT Roorkee, the ICAR-National Academy of Agricultural Research Management in Hyderabad and Sher-e-Kashmir University of Agricultural Sciences and Technology in Kashmir.

    Key discussions covered field validation, user feedback, measurable outcomes, documentation, manufacturing pathways and institutional partnerships for technologies at different stages of maturity. The RUTAG centre at Sher-e-Kashmir University also released a compilation documenting technologies and interventions developed under RUTAG 2.0 between 2023 and 2026.

    Participants visited several research facilities at IIT Roorkee, including the Hydro Turbine Testing Laboratory, the RUTAG laboratory, the Biomass and Biochar Research Laboratory and the Environmental Bio Research Laboratory. The visits provided insight into ongoing testing and technology development activities related to rural and sustainability-focused applications.

    The meeting concluded with discussions on strengthening institutional linkages, encouraging collaboration across the RUTAG network and improving pathways for large-scale adoption of mature technologies. These efforts complement broader national initiatives aimed at strengthening advanced manufacturing capabilities and expanding the role of advanced technologies in India’s development agenda.
